Data Collection
GA4 collects data through the domain https://www.google-analytics.com.
This domain can be accessed in China, allowing GA4 to collect data normally.
However, there is a legal risk: websites operating in China are required to have an ICP license (Internet Content Provider registration).
Since https://www.google-analytics.com does not hold an ICP license, using it in China technically violates local regulations.
Summary: GA4 data collection works technically in China, but it carries potential legal compliance risks.
View Report
GA4 reports are accessed via https://analytics.google.com, which is blocked by the Great Firewall.
To view reports from within China, a VPN or an authorized international network is required.
Note that using an unauthorized VPN is prohibited in China. Companies can apply for international network access through China’s major carriers (China Mobile, China Telecom, or China Unicom) to view GA4 reports legally.
