Issue
Google Tag is in read-only mode, you cannot modify it, such as:
Reason
Google Tag has a separate authorization module, and you only get read-only permissions.
Solution
In the Web stream details, click 「Configure tag settings」——「Admin」 and you can see the Google tag users. This is where you can modify permissions:
